(1) In order to discuss the policies and programs of the Government of Nepal mentioned in the address made by the President in accordance with Rule 36, the President shall appoint a day and time period in consultation with the Prime Minister or in his absence any minister appointed by him and on the day so appointed, the issues mentioned in the address shall be discussed on the basis of party representation. (2) From the President Amendments to the policies and programs of the Government of Nepal mentioned in the speech may be submitted as deemed appropriate by the President. (3) The questions raised during the discussion as per sub-rule (1) shall be answered at the end of the discussion by the Prime Minister or, in his absence, the minister appointed by him. (4) According to sub-rule (3), the Prime Minister Or after the minister gives a reply, the discussion will be considered finished and a decision will be made on the proposed amendments. After that, the president will present the policy and program for decision.
